If the answer to both questions is "yes", then this
last non-event may be said
to have had thousands, if not millions of participants.

A "Non-Event" event is defined as the act of going
somewhere with the expectation of NOT doing a particular activity.
Ex: We went to Yankee Stadium when the Yankees were playing at
Fenway Park, fully expecting NOT to attend the game.
An "Event/Non-Event" event is defined as the act of
going somewhere with the intent of doing a particular activity
but upon arrival, for whatever reason, circumstantially or intentionally
NOT doing the intended activity but instead doing something else
completely, or nothing at all. Ex: We went to Coney Island with
the intent to see Chowhound eat burgers, but when parking proved
unavailable we went to a diner in Brighton Beach and had lunch.
Either way, it is the act of going that defines it AS an event.
Where you are going is how you get there, but if you stay home
you only get to be staying home.

A: I think, generally it would be necessary to be present in
at least some form… but it is easy to think of some possible
exceptions: For example, if your presence was intrinsic to the
event, the very fact of your non-presence would make it a non-event.
Perhaps, say your wife throws you a birthday party and instead
you go out drinking with an old girlfriend. You have created an
Event/Non-event Event through your non-presence. (My guess is
that a somewhat unpleasant Event/Event will follow, in good time.)
I think a handy guide would be: has your non-participation advanced
or altered the event/non-event in any meaningful way. In the case
of your last question, I don’t think the non-participation
of millions of people added anything meaningful to that particular
Non-Event.
